Constitution and electoral process in Ukraine

The fragments of constitutional process in Ukraine from 1996 until now are analyzed. Thoughts about decentralization of administrative-territorial mode and local self-government in the future renewed Constitution are expressed. The author pays attention actually to the change of philosophy of the model of activity of local self-government in the country. The author draws attention to certain positive steps in the direction of decentralization of state power and local self-government, legitimation of the territorial society as a primary subject of local self-government. He thinks that the most important thing is to make our Constitution indeed a national one within the content and a civilized one within the form, a reliable guarantor of state sovereignty.
