Restriction through Broadening: Legal Status of the President of Ukraine in the Context of Constitutional Changes

Changes in the constitutional status of the President of Ukraine while reforming the Constitution of Ukraine are analyzed. It is noted the reduction of the constitutional powers of the President of Ukraine due to transition of the state from the presidential and parliamentary to the parliamentary and presidential system of government that took place under the Law of Ukraine No. 2222-IV ‘On Amendments to the Constitution of Ukraine’ of 8 December 2004. Based on comparison of the provisions of the Draft Law ‘On Amendments to the Constitution of Ukraine’ submitted to the Verkhovna Rada of Ukraine by the President of Ukraine Petro Poroshenko on 26 June 2014 and current constitutional provisions, the significant broadening of powers of the President of Ukraine provided by the above-mentioned Draft Law is stated.
