It is heavy to deny an obvious fact that the proper order has been in want in legislative activity for many years already. Law and legislative activity is the special subject for the legal adjusting, it has its specificity. As the necessity for upgrading of normatively-legal adjusting of legislative activity exists, it determines the necessity for the proper making changes to this adjusting. Hence the question of determination of their character arises.
