The issues dedicated to education of legal culture in society and forming of respect to the law were to become important in such uniform legal act

The national legal system of constitutional guarantees of human rights is closely connected with economical, political and other systems. Through these interrelations it provides realization of political, economical, social and other human rights.

Creation of the modern effective national legal system of constitutional guarantees of human rights, which is called to provide development of Ukraine as the democratic and socially-legal state, requires further development of the corresponding theoretical model. Such model has to be based on the newest achievements of world and native legal opinion, to take into account all aggregate of pre-conditions and reference points, ways and mechanisms of further reformation of society, development of the renewed legal system of constitutional guarantees of human rights.
