Political and legal analysis of the electoral system of the Verkhovna Rada of Ukraine: current state and prospects of development

Since Ukraine was declared independent the legislation on parliamentary elections has been changed five times: in 1993, 1997, 2001, 2004 and 2011. As a result, the electoral system has evolved from the majoritarian system to the mixed one. On the one hand, the need to change the electoral system was due to the social-political situation in the country and inability of the political forces that came to the Parliament to balance and to stabilize the relationships between the branches of power. On the other hand, it has been always modified for concrete elections which caused the need for further preservation of the influence of political forces who adopted the correspondent law on elections.
