Exactly this name has been given to the most significant honour introduced by the decision of the Kirivigrad regional board on December, 16, 2005. It is given for achievements in providing of social and economic development, conducting of actions on ensuring of legality, rights and freedoms of citizens, reaching of considerable successes in production, social, cultural, scientific, military, international, creative, sporting, public and other spheres of activity, considerable contribution in creation of material, cultural and spiritual values, effective activity of organs of local self-government and executive power.
