Development of constitutional legislation on the status of territorial communitis in Ukraine: doctrine and application aspects

Doctrine and application aspects of constituting of the institute of territorial communities in Ukraine are thoroughly examined. There is a conceptual analysis of official and other drafts of bills on amendments to the Constitution, which were elaborated in 2003–2015, in the context of setting the concept and the content of a territorial community as a primary subject of local self-government, main bearer of its functions and authorities. Suggestions are developed in relation to the constitutional regulation of the status of a self-governing society, determination of features of its legal standing and settlement of basic principles of local self-government.
