Representing the President or the Government?

Constitutional changes concerning reformation of the constitutional and legal status of local self-government bodies proposed by the President of Ukraine are analyzed. Possible effects of introduction of the institute of the Representative of the President at the local level in the context of their relationships with the local self-government bodies while setting the parliamentary and presidential form of government in Ukraine are grounded. Based on the study of constitutional acts of France, Poland, and Romania, the expediency of introduction of the governmental rather than presidential public representation at the local level is proven, since that helps partially eliminating dualism of the executive power in Ukraine. It is noted that this model meets the European practice and is fully compatible with the parliamentary and presidential form of government.
