Revisiting Determination of Criteria to Differentiate the Competence between State Executive and Local Self-Government Bodies

Criteria to differentiate the competence of state executive and local self-government bodies are explored. Significance of the relevant problem under the conditions of constitutional modernization is determined. It is proved that the distribution of powers between the above-mentioned bodies should be based on preventing duplication of their functions. Principles to differentiate the competence between state executive and local self-government bodies are proposed to be considered as the criteria for such differentiation (since these principles are basic ideas and conditions it is based on).
