Centres of authority should not be a rivals

Under the present conditions the candidacy of the Prime minister depends on a situational arrangements among members of a coalition. At the same time according to the Constitution of Ukraine the Prime minister supervises the  work of the government, directs it on performance of the activity program approved by the Supreme Rada. êîíåöôîðìûíà÷àëîôîðìûThus he has no right to initiate dismissals of separate ministers independently. Absence of norms which precisely would define borders of powers of prime-minister and the Ministry serves as the reason of negative consequences: a constant political pressure upon work of the government; an opportunity of a frequent change of the governments; infringement of a principle of the direct responsibility of executive authority for results of its work.
