№17, 2013 Potentiality of decentralization, or Particular content of public initiativeTalks about the necessity of delegation of plenary powers to the places with the proper resource provision have been taking place in Ukraine for quite a long period of time, and, on the whole, this idea has not been denied by anybody. However, in practice many factors brake the development of local self-government, and, according to some authoritative experts, during the last years the reverse process is taking place – that is subsequent centralization of plenary powers in the vertical line of executive branches of the power. Such situation stipulated a sharp polemic during the presentation of the third phase of Swiss-Ukrainian project “Support of Decentralization in Ukraine” (DESPRO), for this reason this forum reminded a scientific and practical conference more than an ordinary solemn arrangement.
