The administration of ecological nomocracy and its role in securing of ecological safety

The period of reformation of public relations in our country is denoted by an exceptional saturation of events. Different sides of the way of life are changing. In sociology such periods are called “transitive”. Without making a resort to characteristic of this phenomenon let us mention: one of the most complicated problems, which is distinguished in relief today, is ecological safety. It touched all the fields of sciences, in particular, legal that has certain unbiased grounds – first and foremost it is aggravation of crisis processes in the society and nature, which can be overcome by mutual efforts of the whole mankind only. Today this problem converted into global one – the survival of civilization generally, so the population of Ukraine, in particular [1, 2, 4, 15].
