Protection of rights and interests of the Ukrainian citizens staying abroad

Paragraph 33 of the Constitution of Ukraine establishes that everyone, who stays in the territory of Ukraine legally, is guaranteed the freedom of shifting, a free choice of the place of residence, the right to leave freely the territory of Ukraine, except for the restrictions which are established by the law. The citizen of Ukraine cannot be divested of the right to return to Ukraine at any time [1].
