Progressive world outlook and constitutional perspective

Today in the world new challenges appeared before the humanity, the response to which requires adequate world outlook. Crisis phenomena which strike modern civilization, in particular, frequent displays of social tyranny as various abuses in the spheres of policy, economy, law, and also social illusions and deformation of moral, made a requirement in a progressive world outlook of current importance which would assert a new social order, in particular, through the mechanism of the constitutional regulation of the public life.
