The most acute problem of our economics now and perhaps in prospects is not a lack of the capital or even not a weak management, but the absence of an established system of access to the information resources from which greatly depends the development of innovation economy in general and the coming in of the foreign investments of capital in particular. Also there is a lack of well-qualified personnel since a higher education in Ukraine, regardless of the optimism of some officials, has fallen into decay.
