Social comfort through the steady development

Social guarantees is one of major achievements of the humanity. They became basis for successful economic development of any state and social consent in the society, achievement of high level of scientific and technical progress. Concept “social guarantees” has its historical roots. They appeared when the society reached a certain financial level and are indissolubly connected with the idea of steady development (SD) of economy. Taking into account the importance and necessity of reformation of the budget planning in Ukraine, the comprehensive analysis of legislation in the field of social charges planning becomes very significant in order to disclose and track possible threats timely and determine the directions and ways of their prevention.
