23rd of August is a Day of the State Flag of Ukraine

Already eight years have passed since a new holiday on the 23rd of Augusts was established – a Day of the State Flag of Ukraine (according to the Decree of the President of Ukraine (# 987/2004)). Annually in honour of this holiday the set of solemn actions is carried out in Kyiv and Sevastopol, regional and district centers. At the same time the regulation of article 20 of the Constitution of Ukraine on the legislative establishment of the description and order of using state symbols has not been implemented yet. What is the reason for such delay with a “flag” law?
