The first stage is the complex preparation changes to the Constitution of Ukraine

Constitutional modernization has not yet become a dynamic part of the society. But it is time to reflect on its meaning and gradually move to the understanding from scientific positions of the meaningful orientation of this important political process. What should be considered first of all?
For the Ukrainian society, state and local governments, public organizations this political process is associated with systemic organizational and structural transformation changes in development of which all state and public institutions are be involved in order to improve the public administration.
But how is it to be done? What must be decisive in achieving the goal - making changes that would match the interests of the society, state and a human?
