Development of conceptual models of functioning of the establishments of innovative development of the state is impossible without the development of technological principles of the informative society and the development of data protection law accordingly. Very much to the point is to say that even during introduction of information as a main resource of development of social, political and economic relations many difficulties of the world view level appear in our life, because all processes of transformation in our societies are related to the change of the attitudes toward information which reflects intrinsic and judgmental difficulties of becoming of innovative relations in the public life.
