Human and citizen cultural rights and freedoms: issue of regulation of content and realization

Human and citizen rights, freedoms and duties make a central element, basis of the constitutional and legal status of a person. Standards of citizen’s behavior that are acknowledged and guaranteed by the state are legally formed exactly in rights, freedoms and duties. Setting of human and citizen rights and freedoms in the constitution and other acts of legislation in force, their volume, types and content is presently one of priority problems of civilization. At the same time becoming and development of such rights is a substantial feature of the level of democratization of all political and public institutes, maturity of the civil society, index which characterizes a certain state as legal or vice versa [1, p. 16].
