State educational policy: essence on the concept, consistency, historical and political aspects

At all times the state paid special attention to the system of education which under different socio-economic and socio-cultural terms performs the social order on the formation of personality. Therefore the ideals of a person in modern America or Ukraine differ from each other like they both are different from the ideal of a person that was formed by the system of education of fascist Germany. Fixed attention of the state to the system of education is predefined by that the latest gets a government order on the formation of personality of a certain type. And the state performs its management through public educational policy.
