Political and legal factors of formation and functioning of election systems

Elections is a basic mechanism of formation of representative public authorities. They are the form of direct democracy and enable citizens to participate directly in the government of a state. The procedure of elections, which is set at the legislative level, guarantees the realization of political will of citizens and determines the type of electoral system. At the same time formation and functioning of electoral systems depend on the row of political and legal factors which determine their character and peculiarities.
