Role and significance of scientific doctrines and conceptions in modern legislative process

The constitution of Ukraine, having defined the parliament as a unique organ of legislative power (article 75), foresees that the Verkhovna Rada of Ukraine passes the legislations, regulations and other acts (article 91), and also outlines its plenary powers in details (articles 85, 92), setting the regulation of the stages of legislative process aside, especially its initial stages.
