A new Military Doctrine of Ukraine: the guide to action or declaration?

A Military Doctrine is the declaration of policy in the military (defense) security field, the system of official views or regulations that establish the ways of military construction, conditions of training of state and armed forces for war, methods and forms of warfare. The main provisions of military doctrine are developed and changed basing on policy and social system, level of development of productive forces, new scientific achievements and character of the expected war.
