Becoming of democracy as a problem of the parliamentarism culture

It is hard to disagree with those scientists who in a great variety of events that occurred in the twentieth century consider the greatest one the exaltation of democracy. Just in the twentieth century as a result of long historical development was the adoption of democracy as an effective system of governance and awareness that with the help of democracy the country could become increasingly more suitable for a happy life of its citizens. Why, the democratic choice of the people of Ukraine at the end of the twentieth century that was enshrined in its Basic Law - the Constitution during 20 years of our independence, not yet led to the results that would be more pleasant than sad?

Search for the answer to this question dictates, in our view, the necessity to deeper comprehend an organic interrelationship between democracy and culture, to take a closer look, especially in ancient times when there was the term “democracy” which means “the rule of people”. Why during antiquity the democracy was called “the worst form” of government? The author of “Politics” Aristotle understood that under the low level of culture of citizens selfish interests may splash; democracy can become an adhocracy - the power of people that logically could lead to tyranny as a mean of renewal of order. Under the influence of such evaluation democracy was perceived negatively during centuries and was forced out of political use. With the French Revolution a new stage of development of the concept of democracy began in the XVIII century, because there was a need to substantiate the nature of a new relations between rulers and partials because of the emergence of institutions civil society.
