State authority as core of democratic creation

Public relations in the Ukrainian state organized society, as well as in any other, are determined foremost by the objective necessity of providing the public interests, higher common good of the society, first of all saving of its integrity, and they are also determined by visual goals of organization and realization of the state authority. These goals are caused by the presence of various private interests of individuals in the society and social groups, which have the power at a definite moment and their interests can mismatch with the public interests. The President of Ukraine V. Yushchenko underlines: presently “we have a conflict between the old methods of authoritarian governing body and the new conditions of life in an independent country. Our system of power is not able to follow the interests of citizens.
The power continues to consider itself to be the unique source of making the decisions”.
