If only we studied as one should

"The strategy of preparation, retraining and raising the level of personnels' skill in modern conditions" - a representative conference that recently took place in Kyiv was named so. Almost simultaneously the President of Ukraine signed the decree about the creation of a special working group, which has to prepare proposals concerning a long-range lines of development of a vocational training system, retraining and raising the level of personnels' skill of State employees and of officials of state local-governing.
Such coincidence isn't an accidental. It reflects the worries of community and commanding institutions by state of affairs in the field of peopleware of a local self-government.
