Measuring in the Field of Sciences and Techniques…Bridge to Innovations

Under such motto World Metrology Day was celebrated this year

We spoke about how the national metrology infrastructure functions, about its achievements and problems, with the director of research-and-production institute which is a part of the state enterprise “Ukrmetrteststandart”, doctor of engineering sciences, honoured worker of science and technique of Ukraine, metrologist with the world name Oleg VELYCHKO.

–                       It is known that the developed standard base is the obligatory attribute of political and economic independence of each state, its “business card”. What national standards are available Ukraine?

–                   Ford Henry said in his time - “Let me see a car and I will define what technical level a country is at and where this car was made”. This statement can be referred to the national standard base as well – if a country has the national standards acknowledged at the international level, this certifies its high scientific potential. Ukraine has such national standards. This is a very expensive business. Even highly developed countries do not have complete set of national standards. For example, in 2008 the standard base of Great Britain included 105 national standards, Russia – 126. In times of the USSR Ukraine had only 10 national standards, i.e. 8 percent of standard base of the USSR, and these were the standards of second-rate derivative units only. As a result of conducting of large complex of works on May, 1, 2010, 60 state (national) standards have been ratified in our state. Among them there are the standards of units of length, mass, time and frequency, temperature, pressure, molar particle of components in gas environments, electric tension of alternating and direct current, x-ray photography and gamut-radiations, activity of radionuclides (site dssu.gov.ua, section: technical regulation, state standards). State standards are created as unique complexes in single copies. 

–                       Which way does Ukraine participate in international cooperation on provision of unity of measuring? 

–                       Derzhspozhyvstandart (State consumer standard) of Ukraine is authorized to represent our country in the following international and regional organizations of metrology: 

– The General Conference on Weights and Measures (CGPM), status of the associated member since 2002; 

–                       The International Organization of Legal Metrology (OIML), status of member-correspondent since 1997;

– Eurasian Collaboration of Country Metrology Establishments (СООМЕТ), status of member since 1992; 

–               The European Association of National Metrology Institutes (EURАMET), status of organization-correspondent since 1998; 

–               Scientific and Technical Commission on Metrology of Intergovernmental Council of Standardization, Metrology and Certification of Countries of the CIS, status of member since 1992.  

Participation in work of these organizations helps to protect interests of our country and operatively draw on result of collaboration with the purpose of effective decision of metro logistic tasks which appear before Ukraine in the conditions of globalization of world economy.
