Ways of Increase of Social and Legal Status of Pedagogical Worker

During last years (especially during election campaigns) suggestions in relation to the immediate grant of status of civil servants to the pedagogical and scientifically-pedagogical workers have been heard. During the last three convocations nine legislative acts of this direction were registered at the Verkhovna Rada of Ukraine.
Grounding the necessity of adoption of such bills, national deputies of Ukraine certainly marked its noble purpose: growth of level of the material maintenance and social guarantees of pedagogical workers, improvement of their social protection, increase of prestige of teaching profession, settlement of the problem concerning the provision of personnel to educational establishments etc.

The question of granting to the pedagogical and scientifically-pedagogical workers the status of civil servants should be treated extremely carefully. In fact mechanical equation of pedagogical workers with civil servants can result not in the increase of their social guarantees, but vice versa, it can lead to their considerable decline and even to narrowing of their present rights and freedoms.
