Ukraine Has to Protect its Citizens from Tortures

The mentioned epigraph is actually the imperative norm of international law. The obligations of the states to hold back from the mentioned acts and to avoid them, and also to effectively investigate such actions and to bring guilty to responsibility come out from it. In order to help the states-members with this the European Union and the European Council founded joint program named “Fight against the displays of hard conduct and impunity” (further - joint Program). The arrangements of the Program embrace the countries of South Caucasus (Armenia, Azerbaijan, Georgia), Moldova and Ukraine and concern the number of key problems which come out from the practice of the European Court on Human Rights against Ukraine, recommendations of the European Committee on the questions of prevention of tortures and Istambul protocol
