Antonina Boliura: The longer the process of privatization is being slowed down, the greater losses are suffered by the state and the people. The privatization policy should be professional


For the years of privatization (1992 2007) there were more then 113 thousand facilities privatized in Ukraine.

Starting from 1992 facilities privatized:

- state property 27 869
- municipal property 85 984

The total income from the privatization for all years equals UAH 40 bil.

So, the considerable part of the state property has been privatized long time ago and for free (a so-called hidden privatization), though, legally the facilities are the part of the state property. And it appears, that actually some persons have the profit from it, exactly because the above mentioned ways of its use.


There are very little investments in the state enterprises for the renewal and development of the production. There is no financial improvement.


Until this time, the Unitary list of facilities of the state property cannot be called authentic.  A big number of legal persons is not recognized by the state.


-         How do you think, are the opponents of the government right? Will the new owners be able to fill the budget not only during one year?


- During the process of privatization, the government controls and manages the economical processes. During the post-privatization period, the state continues to trace the activity of the sold enterprises, to provide fully the implementation of conditions of changing the owner, and to avoid the resale.


-         Can you name the examples of the successful sale and the following work of the effective owner, if, of course, such exist?


-         As it is known, in 2004, during the governing of the first prime minister Yanukovych, Kryvorizhstal was bought for a song by Rinat Akhmetov and Victor Pinchuk. The government of Yulia Tymoshenko in 2005 has returned the plant to the property of state, after what, was held its fair and clear privatization, during of which, was earned a record-breaking amount in the Ukrainian privatization history. It is six times more, then a year ago was paid by Yanukovych and Akhmetov.
