Arseniy Iatseniuk: “The need to finish the constitutional reform with the regulation of the local institutions’ activity and the local executive powers is now extremely essential”

These words have been heard during the meeting of the pre-consulting council in Odessa in the presence of the Head of the Verkhovna Rada of Ukraine.

THE RELATIONS SHOULD BE FORMED WITH THE GOAL: NO DEFEATED PARTIES.

Anatoliy Blyzniuk, the head of Donetsk regional rada, the coordinator of heads of the regional councils: 

The Constitution currently in force doesn’t rule out the possibility of changing the budget and tax legislation, that would make make possible the optimization of the system of forming the local budgets, and also to define clearly the order of the balancing the expenses of the local budgets, that appear also as the result of decisions, made by the government.

About the reform of the local self-government. I am pretty sure, that the administrative-territorial reform should be on the first place. To be more precise – first of all, the administrative reform should be performed first, and only then – the territorial. 

TIES OF REATIONSHIP AND PROTECTION FAVOURITIZM ARE NOT COMPATIBLE WITH THE STATE POLICY

I am very sure, that if we don’t change the situation in the forming of staff – we won’t change anything in the country. As a professor (for nine years I lecture to the students), I had to create the faculty of administrative management on the basis of Vinnytsia trade-economical university, to provide and prepare the management staff of the future. A lot of them today are thankful for the knowledge.
