On the grounds of the analysis of legislative acts of Ukraine, the legal nature of land lease agreements is considered. These documents are determined to have characteristics of both civil law and administrative instruments.

It is established that the legal status of third parties in relationships regarding circulation and processing of personal data is poorly examined in the works of scholars and scientists, and requires to be improved in the legal documents.

A legal analysis of mechanisms for efficient constitutional development of Ukraine which should ensure improvement and harmonization of all sectors (including legal) of social life is carried out.

Special characteristics of training of the masters of public service, post-graduate and postdoctoral students at Taras Shevchenko National University of Kyiv

Constitutional changes concerning reformation of the constitutional and legal status of local self-government bodies proposed by the President of Ukraine are analyzed.

Criteria to differentiate the competence of state executive and local self-government bodies are explored. Significance of the relevant problem under the conditions of constitutional modernization is determined.

It is proved that under conditions of financial crisis the state faces the need to engage non-governmental entities (in particular, charitable associations and individual philanthropists) while solving pressing economic and social problems.
