Who doesn’t like HCS reform?

The domestic reform of HCS (housing and communal services), as is well known, was initiated by the state. And those millions of Ukrainians who live in multi-stored buildings and want to feel there as at home – safely and comfortably, need this reform. But to want is not enough. One should create himself deserving living standards for living. In fact society, as everybody knows, is a large force. And if it has the support of power, then it can even move mountains. Why don’t they together complete reformation of housing and communal services? Who is against such jointed actions: power, public, HCSes or new associations of joint owners of apartment buildings (AOAB)? And finally in what way should the cooperation be?
