Kremlin nuclear espionage: real threat or bluff?

Criminal hybrid war against Ukraine which was levied by Putin is positioned by him as a part of global opposition with the West, above all things, with the USA and the countries of NATO. In addition, this mode, which does not observe the international agreements and own obligations of Russia, in its against-western rhetoric more often comes to nuclear blackmail, frightening opponents with the possibility to use nuclear weapon at own discretion. What is it: delicate political calculation, real threat or bluff of insolent mafiozi? Against whom is this Kremlin nuclear blackmail directed in actual fact?
