New models of decentralization of the scope of functions of territorial authorities and new approaches to the electoral system

Ukraine got close to the real changes to the law on self-dependence of territorial societies. Legal borders, which the real decentralization of power should attain, are formulated. It is marked that decentralization of power foresees the change of administrative-territorial mode, formation of new representative authorities from the deputies of the councils. And the new modern system of elections of folk representatives should be based on fundamentally other principles of realization of the voting right in the territorial authorities of self-government. In particular, special attention should be paid to the improvement of the process of election of deputies based on open lists of set up candidates from political parties.
