Constitutional reform and modernization of the electoral system of Ukraine in the context of world experience

Selection of the electoral system is an important issue which has an outstanding significance in the state formation process of the country, influences its political life, general political climate and stability in the society. The author defined the criteria on which the introduction of the electoral system should be built. The importance to take the interests of electors into account and to observe the balance between the interests of electors and parties is marked. The vivid examples of its functioning in different countries of the world are given. Pros and cons of the majority and proportional systems are analyzed. The proportional system with open lists is acknowledged to be the most democratic one. But it also has certain disadvantages.
