Improvement of the electoral system in the context of constitutional reform

As of today we have optimum terms and conditions to implement such difficult and responsible reform like the revision of electoral legislation. In fact, it is for the first time when the political will of top management of the state and political forces presented in the parliament have such powerful support from the side of the representatives of the civil society. The author outlined the tasks which need to be done within the framework of reformation of the constitutional basis of electoral legislation.
The criteria of selection of the electoral system are analyzed. It is marked that the implementation of electoral reform is impossible without participation of nongovernmental organizations. Because exactly they provide real engagement of both public and qualified domestic and foreign specialists.
