Governance in cities – capitals of the European countries

In the context of the present discussion of numerous draft laws regarding the capital of Ukraine - Kyiv city should be at least found out more about some aspects of governance in the capitals of European countries. The most dispute questions now are the following: how many districts (or counties) must be established in Kiev due to decentralization? or is it helpful to introduce district councils to the system of administration in Kyiv?
