Decentralization and competency of local self-government in Ukraine

Problems which disrupt the formation of local self-government of the European standard and require effective and quick settlement at the legislative and organizational levels are considered. Among them there is the absence of appropriate national model of local self-government, according to which the system of relations of central power with people of the proper territories of the state has to be built, and also “the gap” between the regulations of legislation and the practice of their realization. While choosing the ways of reformation, it is suggested to give precedence to the deconcentration of plenary powers of the executive power with their subsequent transfer to the local self-government authorities with the observance of subsidiarity principle.
