Breaking up districts into smaller units as an alternative to the association of territorial communities in terms of administrative-territorial reform

Three options of formation of capable communities in terms of administrative-territorial reform in Ukraine are analyzed. Advantages of breaking up districts into smaller units in comparison with the options of determination of administrative-territorial unit of base level within the limits of present districts or voluntarily association of territorial communities are shown. These advantages consist in the possibility to carry out the reform quickly and with insignificant financial costs, and also in that the services are not moved away from people but become closer to them, which will result in positive attitude of citizens toward such reform.
