Is the Eastern Partnership program a new model of security?

Considering a component of a neighborhood policy of the European Union that is called the Eastern Partnership policy you ask yourself: is it the basis for new security model? Is it designed this program for Eastern Europe?
The answer lies in the special components of the said policy. As far as we know, to the Eastern Partnership program in addition to Ukraine were included Belarus, Moldova and the three Caucasus states - Azerbaijan, Armenia and Georgia.
