Reforms are carried out not in the way they were planned

According to the estimations of specialists, the cities of region subordinance always demonstrated the biggest interest in carrying out the reform on local self-government and in obtaining of additional plenary powers, as they have the necessary infrastructure and the biggest motivation to the changes.
