State Policy on Civil Society Development as a Factor to Form General Anti-Crisis Strategy

State involvement in the process of development and arrangement of effective functioning of the civil society institutions in Ukraine is studied. Such involvement is determined to have multi-level nature, and amendments to the national legislation in this area should be based on the legal experience of leading countries of the world.
The opportunities to achieve consolidated or real democracy in Ukraine are analyzed. Its existence is ensured through implementation of specific institutional changes and open cooperation between
the society and various branches of power. In this context, legal methods for effective control over the bureaucracy and mechanisms for ensuring economic interests of the citizens are considered.
The state policy at all levels should be implemented with the participation of NGOs. That allows raising additional funds, involving qualified professionals, and, as a result, meeting diverse needs of certain social groups. Today, realization of the comprehensive multi-level approach to the interaction between the state and its civil society is concluded to guarantee real reforms in Ukraine.
