System Approach to Public Administration

Basic principles of functioning of the system of public administration in Ukraine are displayed. This system is proved to be unable to carry out its functions in full. Based on the analysis of Ukrainian pre-election campaigns (in particular, the entire spectrum of election technologies used by the candidates during the electoral race), the trends in their development are presented. It is pointed out the key indicators of this process, e.g. increase in demand for professionals in sociology, political PR, etc. The author’s vision of the system approach to public administration is given.
