Role of the state in providing human rights and freedoms in Ukraine

Every state went through its own unique way of becoming and many factors influenced on it: historical events, mentality of certain society, level of political-administrative elite. Its functions changed depending on the political mode, form of rule, administrative-territorial regime. In the post socialistic states formal changes in the political systems took place at first. For example, new democratic relations in society which were not used in practice were set in the constitutions. Part of them within some period of time became a reality, and some remained unrealized, for the reason that neither the representatives of the power nor the societies had proper conditions and desire.
