The law on local referendum: it is (impossible) possible to complete

Prospects of the government bill on local referendum approved in the first reading in April 2011 were discussed by the participants of the “round table” on the Committee on state building and local self-government of the Verkhovna Rada of Ukraine. Experts noted: except for the essential finalizing of this regulatory act the parliament members should concentrate efforts on ensuring of decentralization of power and strengthening of local government authority. Indeed, necessary money or resources won’t be replaced by the law on referendum.
