Political and legal analysis of abusive exercise management in the state apparatus

Among main reasons of distribution of corruption in Ukraine and other destructive displays at the end of the XX and at the beginning of the XXI century was a global crash of ideologies the most obvious transmitters of which were the USSR and the USA. Demise of the USSR, change of the patterns of ownership, transition to the market relations were perceived by most Ukrainians as a complete denying of not only communist ideology but of any other either. A vacuum which appeared in the conditions of denying of the values of the soviet days and slow formation of new ones was filled in with pseudo values which propagandize, above all things, enriching, permissiveness, leveling of moral values, achievement of a personal purpose by all means.
