What to do with “matrioshkas”?

The so-called “matrioshkas” -complex territorial entities that remained to us as a legacy of the Soviet administrative-territorial system, when some territories are being a part of other territorial communities who are independent entities of local government. These complex territorial units are available in 14 regions of Ukraine, Crimea and Sevastopol. However the number of “matrioshkas” in the nationwide is small - only 1.5 percent of all communities. So it turns out that the issues that concern ordinary people seemed insignificant in high offices of the capital and not being solved for 20 years.
