Will “Crusade” under the banners of state service reforms be successful?

Is personnel collapse at the public authorities waiting for Ukraine? I think it won’t be a mistake if I say that a considerable part of Ukrainian citizens is convinced that it has already come. And it is not for nothing. In fact, lately the term of work in administrative apparatus for the official of middle rank is only 7–8 months. Young people for already long time have been using state service as a career springboard from which it is possible to start in business or politics successfully. But should we blame them for it? What can the state offer to young, perspective, highly skilled specialists with good education? Low pay-envelope, absence of elementary social guarantees and privileges, big corruption pressure, appointment to this or that post in return for loyalty?
